If the leg is in the water and the surface of the water freezes, so will the
water in the leg.. If the leg is raised, any water trapped in the housing
will freeze under the same conditions..
I would think a bubbler would be the only choice for this, they cause a
current under the boat bringing warmer deep water to the surface, as long as
the bubbler was under the transom it would probably be fine. Alternately,
depending on the boat, a vertically raising bracket might work, one that
allows the motor to be raised above the surface, but remain vertical as
apposed to tilted. Most outboards drain when in this position, but check
with Honda to make sure your model does..
