Looking for information on a outboard Mariner 1993

I just bough myself a nice fishing boat with this nice motor
with a 5 blade stainless steel prop.

I just need information how to treat this nice engine

"Treat" this engine? What exactly do you mean, pretty open ended question..
Do you mean winterize it, use it, tune it, or what?

I hear ya, Well I don't have anything about it, how to use it? Plugs it
needs or oil I should use or what is the highest RPM should I go.

The owners manual should tell you everything the motor likes and
dislike. If its MIA go to Mercury.com (they own Mariner) and they will sell
you a reprint though they are not cheap. They do from time to time pop up on
ebay.
For starters if you are a DIY guy pick up a Seloc's manual on the 115
mercury/mariner that covers your year range. They are invaluable. I rebuilt
my 115 merc, and I credit that book with saving me nearly $2500.
The second thing I'd do is do a compression test, empty the gas tank and
put in fresh gas before running it (dont know how long the old stuff sat and
it starts to go bad in 2 weeks without stabilizer). Check the lower unit,
then if everything looked okay I'd run it on muffs below 1200 rpms. It might
have some gunk in it from sitting so you may consider running some DeCarb
through it.
The compression test is first and foremost though- it'll tell you if a
rebuild is in order. The exact specs aren't a biggie, the ranges are. They
are usually around 120 to 150 psi. That varies too if the motor is cold or
hot. What you want to look for is that all cylinders are within roughly ten
percent of each other. If they are chances are everything is okay. Good
